Zhoushan Xinya continues to advance its port clearance operations.


Recently, the oil tanker “Gibbs Hill” successfully completed its cargo hold cleaning operations at our terminal. This marks the second oil tanker to dock at our terminal for cargo hold cleaning since our company was included in the first batch of Zoushan City’s “whitelist” for oil tanker berthing and cargo hold cleaning operations—designated as the sole shipyard on the list. This milestone signifies that our company has made remarkable progress in various aspects, including the safe and standardized management of oil (and chemical) vessel cargo hold cleaning operations, and has thus established a “Xinya Model” that is both scalable, applicable, and replicable.

This follows our company’s pioneering achievement in May of this year—when we set a new precedent in Zhoushan by conducting the first-ever tank-cleaning operation at a shipyard berth for an oil tanker—and represents another innovative breakthrough in the standardized, safety‑oriented management of tank-cleaning operations at berthing terminals, while also providing an industry benchmark for global shipowner clients to reduce costs and improve efficiency.

In accordance with the “Provisional Regulations on Safety Management of Cargo Hold Cleaning Operations for Oil (and Chemical) Tankers at Berths in Zhoushan City,” and under the guidance and support of governments at the city and district levels as well as their respective functional departments, our company has continuously refined the end-to-end management mechanism of “One Vessel, One Plan, One Team.” From the control of various safety risks and the deployment of explosion‑proof emergency equipment, to pre‑work training for operational personnel, pre‑work filing and registration, the installation of warning signs in work areas, real‑time oxygen and explosive gas monitoring in work spaces, safety supervision during cargo hold cleaning operations, the planning and implementation of emergency rescue plans, and the safe oversight of hazardous waste transportation—including the transfer of cleaned oil sludge—our company has set a perfect example of meticulous safety management. Not only has this approach enhanced the efficiency of cargo hold cleaning operations and reduced the time required for tankers to complete cleaning, but it has also further minimized potential safety hazards, thereby ensuring that cargo hold cleaning operations for oil tankers berthed at terminals are both safe and fully controllable.

At the same time, during the cabin clearance operations, leaders and experts from various functional departments at the city and district levels personally went to the site to conduct inspections, provide oversight and guidance, and maintain full‑time monitoring and supervision, further enhancing safety management and control throughout the cabin clearance process.

The successful re‑implementation of oil tanker cargo hold cleaning operations at berths has, while further standardizing and improving safety management for such operations, also provided compliant practical experience for oil tanker cargo hold cleaning at berths in the Zhoushan area, and has played a positive role in promoting the safe and high‑quality development of Zhoushan’s shipbuilding and ship repair industry.
