Recently, MT SEAWAYS GIBBS HILL successfully concluded its on-berth tank De-mucking operation at Xinya shipyard. This project represents the second oil tanker to undergo such operation at our facility since our designation as the exclusive shipyard included in Zhoushan’s inaugural “White Paper” for permitted on-berth De-mucking operations for oil tankers. This milestone signifies our substantial progress in standardized safety management across all aspects of tank De-mucking operations for oil/chemical tankers, and further establishes a replicable, applicable, and scalable model - “Xinya model”.

This achievement represents another innovative breakthrough in the compliant safety management of on-berth tank De-mucking operation, following Xinya's pioneering execution of the first-ever such operation for an oil tanker in May this year as an industry leader in Zhoushan. Furthermore, it establishes an industry benchmark for global shipowners, delivering both cost reduction and operational efficiency.
In accordance with the Zhoushan City Regulations on Safety Management of On-Berth Tank De-mucking Operations for Oil/Chemical Tankers (Trial), and under the guidance and assistance of municipal and district governments and their relevant functional departments, Xinya has continuously deepened the full-process management mechanism of “one vessel, one plan, one dedicated team.” We have established a model of refined safety management across all critical aspects, including:
- Control of various safety risks
- Deployment of explosion-proof and emergency facilities
- Pre-job training for operational personnel
- Pre-operation filing and registration
- Placement of warning signs in operational areas
- Real-time monitoring of oxygen and explosive gas levels in workspaces
- Safety supervision during tank De-mucking operations
- Planning and implementation of emergency rescue plans
- Safe handling and transportation of hazardous wastes such as tank cleaning sludge packages
This comprehensive approach has not only enhanced the efficiency of De-mucking operation and reduced the turnaround time for oil tankers, but has also further mitigated potential safety hazards. As a result, the safety and controllability of on-berth De-mucking operations for oil tankers are now effectively ensured.

Furthermore, during the COT de-mucking, leaders and experts from relevant municipal and district functional departments personally conducted on-site inspections, supervision, and guidance, implementing full-process monitoring and oversight. This further strengthened safety control throughout the entire procedure.
The successful implementation of another on-berth De-mucking operation for oil tankers at Xinya hat not only further standardized and enhanced the safety management of such procedures, but has also provided compliant, practical experience for on-berth De-mucking of oil tankers in the Zhoushan region. Furthermore, it contributes positively to promoting the safe and high-quality development of Zhoushan's ship repair and construction industry.
